Amends North Dakota Century Code section 12.1-32-15 to establish and refine registration requirements for sexual offenders, offenders against children, and sexually violent predators.

Requires individuals convicted of specified sexual offenses or crimes against children to register with law enforcement within three days of entering a county where they reside, become homeless, or are temporarily domiciled; homeless individuals must register every three days.

Establishes three registration duration periods: 15 years, 25 years for moderate-risk offenders, or lifetime for high-risk offenders or those with multiple convictions of certain serious crimes committed after August 1, 1999.

Mandates risk assessment of sexual offenders by the attorney general, department of corrections, or juvenile courts with assignment of low-risk, moderate-risk, or high-risk levels; high-risk offenders prohibited from residing within 500 feet of schools or preschools.

Creates a Class C felony charge for violation of registration requirements with mandatory minimum 90 days jail and one year probation; permits public disclosure of registration information for moderate and high-risk offenders if deemed necessary for public protection.
