Amends North Dakota Century Code section 15.1-21-22 to require school districts to ensure students read and receive instruction on specific historical documents before completing United States government or problems of democracy courses.

Adds The Federalist Papers to the list of required historical documents for student reading, expanding the current requirement beyond the Declaration of Independence, United States Constitution, and Bill of Rights.

Maintains requirements that students receive instruction on the structure and relationship of federal, state, and local governments, as well as the separation of powers and powers reserved or granted to each level of government.

Updates the cross-reference citation from section 15.1-21-02.1 to section 15.1-21-02.2 regarding course completion requirements.
