Increases publication notice period for assessment lists from two to three successive weeks in newspapers of general circulation and official county newspapers.

Extends the minimum notice period for assessment hearings from twenty to thirty days after mailing notices to affected landowners.

Requires assessment hearing notices be sent in envelopes clearly marked "ASSESSMENT NOTICE" to landowners at addresses shown on tax rolls.

Reduces the threshold for landowners and political subdivisions to appeal assessments to the state engineer from twenty-five percent to twenty percent of possible votes.

Modifies the reassessment of benefits process to require publication once each week for three consecutive weeks beginning at least thirty days before hearing and direct mailed notice in "ASSESSMENT NOTICE" envelopes.
