Eliminates the 8-year mandatory consecutive sentence for manufacturing, delivering, or possessing controlled substances within 1,000 feet of schools for persons under 21 years old.

Reduces the minimum consecutive sentence from 8 years to 4 years for adults age 21+ who deliver controlled substances to minors under 18 years old.

Exempts marijuana manufacturing, delivery, and possession from the enhanced penalties near schools, except for possession of one ounce or less which remains a class B misdemeanor.

Reduces the enhanced penalty distance from 1,000 feet to 300 feet for child care facilities and preschools under the controlled substance violation statute.

Changes the minimum age requirement for enhanced delivery-to-minor penalties from 16 years old to 21 years old in the sentencing enhancement provision.
