Prohibits candidates from using contributions received by the candidate, candidate committee, or multicandidate political committee to provide personal benefits to the candidate or another person, defined as fulfilling commitments or expenses that would exist regardless of the campaign or officeholder responsibilities.

Prohibits converting contributions to the candidate's personal income, making loans to other persons, knowingly paying above fair market value for campaign goods or services, or paying criminal fines with campaign funds.

Prohibits using contributions to pay civil penalties, with an exception allowing such payment if the secretary of state determines the candidate did not cause or participate in the violation, exercised reasonable campaign oversight, and cooperated in revealing and correcting the violation.

Creates a new section in chapter 16.1-08.1 of the North Dakota Century Code establishing these restrictions and penalties for violations.
