Legislative management shall study the feasibility and desirability of creating a state tuition waiver or reimbursement program for college seniors at institutions under the state board of higher education during the 2017-18 interim.

Program would waive or reimburse tuition expenses for North Dakota residents who graduated from a high school in the state or completed a home education program supervised under chapter 15.1-23.

Study must examine program objectives, residency definitions, duration of waivers, funding mechanisms, maximum waiver amounts, grade point average requirements, post-graduation requirements, and merit-based requirements.

Study shall compare the effectiveness of tuition waivers versus post-graduation reimbursement models.

Legislative management shall report findings, recommendations, and any implementing legislation to the sixty-sixth legislative assembly.
