Creates a highway logo sign program to display information about gas, food, camping, and lodging services on state highway rights of way for the motoring public.

Authorizes the department to either erect and maintain signs directly or contract with a qualified business through public negotiation or bid.

Requires department to adopt rules conforming with federal standards under 23 U.S.C. 131(f),(q) and the manual of uniform traffic-control devices, including sign standards, qualifying distances, placement, and spacing requirements.

Prohibits any action that would result in loss of federal highway construction funds to the state.

Requires all program costs to be paid under agreements between the department and advertisers, or between a contracted business and advertisers, unless the department-business contract provides otherwise.

Mandates that any contracted business obtain liability insurance jointly insuring the state and business against all liability for damages claims.
