Establishes a highway logo sign program allowing the North Dakota Department of Transportation to erect and maintain informational signs on state highway rights of way advertising gas, food, camping, and lodging services for motorists.

Authorizes the department to directly operate the program or contract with qualified businesses through public negotiation or bid to erect and maintain signs.

Requires the department to adopt rules conforming to federal standards under 23 U.S.C. 131(f),(q) and the Manual of Uniform Traffic-Control Devices, including specifications for sign standards, qualifying distance to services, sign placement, and logo placement and spacing.

Mandates that all program costs be paid through agreements negotiated between the department and advertisers, or between contracted businesses and advertisers, unless the contract between the department and business provides otherwise.

Requires any contracted business to obtain liability insurance in an amount determined by the department, jointly insuring the state and business against all liability claims for damages arising from the business's operations.
