Amends North Dakota Century Code section 49-21-01.3 to govern price changes for essential telecommunications services based on governmentally imposed surcharges, tax changes, accounting practice changes, or facility relocations.

Requires price changes to be fully reflected within 30 days of the effective date, except that price changes for facility relocation costs are not subject to the 30-day requirement.

Permits telecommunications companies to accumulate price changes under 3 percent, with accumulated increases capped at 5 percent and accumulated decreases limited to two years and the amount of accumulated increases.

Prohibits anticompetitive or unfair trade practice violations when lowering prices based on reasonable business practices in a competitive environment.

Allows incumbent local exchange carriers to deaverage local exchange service prices if they amend commission-approved interconnection agreements to allow concurrent deaveraged interconnection prices.
