Creates a new section in North Dakota Century Code chapter 18-03 establishing three duties for the North Dakota firefighter's association: develop and adopt a statewide fire education and training plan, coordinate fire service training at all levels, and establish procedures to govern firefighter training certification.

Directs the legislative management to study the duties and role of the North Dakota firefighter's association during the 2017-18 interim period.

Requires the legislative management to report its findings, recommendations, and any necessary implementing legislation to the sixty-sixth legislative assembly.
