Water resource boards must obtain approval from county commissioners before proceeding with special assessment projects for construction and maintenance.

Boards must develop assessment formulas using current light imaging detection and ranging (LIDAR) technology where available to determine benefits to affected properties.

Assessment lists must be published weekly for two successive weeks in newspapers and mailed to affected landowners at least twenty days before a hearing on objections.

Benefited property belonging to counties, cities, school districts, park districts, and townships may no longer be exempt from assessments and must pay through tax levies.

Boards may prepare reports for each assessed parcel to verify that costs assessed do not exceed benefits received for both water resource districts and drainage districts.
