Modifies eligibility for elk hunting licenses to include residents who lease at least 150 acres of land for agricultural purposes or hold title to at least 150 acres of land.

Allows eligible residents to transfer their license eligibility to a spouse or legal dependent, with only one license issued per qualifying land parcel.

Limits preferential licenses to no more than 15 percent of total licenses prescribed by the governor's proclamation for each district or unit, with allocation by weighted lottery if applications exceed available licenses.

Authorizes the director to issue special elk depredation management licenses to landowners in designated areas around Theodore Roosevelt National Park and in areas bounded by Highway 14 (west), Highway 43 (south), Highway 3 (east), and the Canadian border (north).

Disqualifies individuals convicted of illegally taking moose, elk, or bighorn sheep from applying for or receiving licenses under this provision.
