Executive branch agencies and the judicial branch are prohibited from submitting legislative bills for introduction to the legislative assembly, with limited exceptions specified in related code sections.

The judicial branch must submit a bill including its budget request to the legislative council within seven days after adjournment of each organizational session.

Executive branch agencies and the judicial branch may submit bills if requested by a legislative management committee or authorized by a standing committee of the legislative assembly, with such bills attributed to the requesting committee.

Executive branch agencies and the judicial branch may request a legislator to introduce a bill on their behalf, provided the bill specifies the name of the requesting entity.
