Law enforcement officers and paid full-time firefighters employed by political subdivisions may form, join, and participate in representative organizations for purposes of employer-employee relations, with the right to refuse participation.

Exempts elected law enforcement officers and volunteer firefighters from collective bargaining provisions.

Representative organizations may represent negotiating units and negotiate with governing bodies on terms and conditions of employment, employer-employee relations, contract formation, and contract interpretation.

Governing bodies and representative organizations must meet at reasonable times and negotiate in good faith when requested by either entity, with contracts permitted to include binding arbitration provisions.

Law enforcement officers and paid full-time firefighters are prohibited from participating in strikes.
