Amends North Dakota Century Code section 39-06.1-06 to modify fees for wireless communications device violations, establishing a fee of $150 for a first violation and $300 for a second or subsequent violation under section 39-08-23.

Adds a new demerit point provision assigning 2 points to violations of section 39-08-23 involving use of a wireless communications device while driving.

Maintains existing fee structures for other moving violations while updating the wireless device violation fees to tier them based on repeat offenses within a three-year period.
