Requires lobbyists to attempt to secure introduction, passage, amendment, or defeat of legislation and attempts to influence individual legislators, legislative committees, legislative management, or interim committees to register with the secretary of state and wear a distinctive identification badge while on capitol grounds.

Lobbyists must file detailed expenditure reports by July first (changed from August first) for the preceding registration period, including all expenditures of $60 or more made on individual legislators, their family members, or the governor.

All lobbyist registrations, authorizations, reports, and statements must be filed electronically in the format established by the secretary of state, with public access provided on the internet within twenty-four hours of filing.

Late filing fees increase to $100 within sixty days after the deadline and $500 thereafter for any required document, compared to previous fees of $25 and $50 for expenditure reports only.

If a lobbyist's registration is revoked, the person who authorized that lobbyist cannot register a new lobbyist for six months.
