Increases the Committee on Tribal and State Relations from seven to thirteen members by adding the executive director of the Indian Affairs Commission and chairmen (or designees) from four tribal nations: Standing Rock Sioux Tribe, Spirit Lake Tribe, Three Affiliated Tribes of the Fort Berthold Reservation, Turtle Mountain Band of Chippewa Indians, and Sisseton-Wahpeton Oyate of the Lake Traverse Reservation

Maintains existing legislative representation of three house members and three senate members on the committee, with majority and minority faction selections

Allows the committee to conduct meetings with less than a quorum present, though a quorum (majority of members) is required to conduct official business

Clarifies that the committee shall prepare reports on findings and recommendations for the legislative management following joint meetings with tribal governments

Restricts designees appointed by the Indian Affairs Commission executive director or tribal chairmen to serve only one individual per designee position during a biennium, with provisions for substitute designees in cases of death, incapacity, resignation, or refusal to serve
