Reduces the vote threshold required for political organizations to be recognized as parties from 5 percent to 2 percent of the total vote cast for presidential electors, governor, attorney general, or secretary of state in the last election.

Changes the petition signature requirement for new political organizations seeking ballot access from 7,000 qualified electors to 1 percent of the total resident population as determined by the most recent federal decennial census.

Modifies primary election nomination rules so that nominees are determined by receiving the highest number of votes equal to the number of available positions for an office, rather than by signature matching requirements.

Applies the reduced 2 percent vote threshold to multiple sections of election law governing precinct committeeman elections, primary ballot placement, and training session invitations for political party district chairmen.
