Amends North Dakota Century Code section 15.1-23-09 to modify exemptions from standardized achievement testing requirements for home education.

Parents may be exempted from standardized testing requirements if they have a philosophical, moral, or religious objection to the tests.

Parents may alternatively be exempted if they are licensed to teach by the Education Standards and Practices Board, hold a baccalaureate degree, or have met or exceeded the cutoff score on a national teacher examination.

Parents must file notification and required documentation with the school district at the same time they file their statement of intent to supervise home education.
