Lowers the standardized achievement test threshold for monitoring unqualified home education supervisors from the fiftieth percentile to the thirtieth percentile nationally.

Requires multidisciplinary assessment when a child scores below the thirtieth percentile and mandates a remediation plan developed with a licensed or approved teacher if the child is not found to be disabled.

Allows parents whose child is identified as disabled to continue home education with a services plan demonstrating the child's special needs are being addressed by qualified personnel.

Permits parents to request and receive special education services from the school district without cost if they determine their child requires such services in consultation with a licensed or approved teacher.

Repeals sections 15.1-23-12, 15.1-23-14, and 15.1-23-15 relating to home education standards.
