HB1432 Summary

• Modifies the superintendent of public instruction's duty to "participate in" rather than "supervise" development of course content standards.

• Prohibits the superintendent from adopting, implementing, or committing the state to participate in national or multistate consortium course content standards without legislative authorization.

• Requires the state to terminate all plans, programs, and expenditures related to Common Core standards and requires implementation of Massachusetts 2008-09 course content standards in English language arts, mathematics, science, and social studies by the 2017-18 school year.

• Establishes restrictions on student data collection, prohibiting assessments from collecting data regarding student values, attitudes, beliefs, personality traits, medical, behavioral, biometric, or psychometric data.

• Prohibits state officials and agencies from using state resources to support Common Core or aligned standards and assessments beginning with the 2017-18 school year, and declares the act effective July 1, 2017 as an emergency measure.
