Removes the state treasurer as an elected constitutional officer effective January 1, 2021, contingent upon voter approval at the 2018 general election.

Eliminates the treasurer from the list of elected state officials in Article V, Section 2 of the North Dakota Constitution while maintaining other elected positions including governor, attorney general, auditor, and tax commissioner.

Removes the state treasurer from the board of university and school lands in Article IX, Section 3, leaving the superintendent of public instruction, governor, attorney general, and secretary of state as board members.

Updates constitutional provisions in Article X to replace references to the "state treasurer" with "proper official as provided by law" for duties involving public moneys, fund management, and transfers of state revenues.

Requires voter approval through a concurrent resolution submitted to qualified electors of North Dakota at the 2018 general election to amend the state constitution.
