Urges Congress to call a constitutional convention of states under Article V limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

Constitutes a continuing application under Article V that remains valid until legislatures of at least two-thirds of all states submit applications for the same purpose.

Declares Congress has only ministerial power to call the convention and set meeting time and place, with no authority to determine convention rules, set delegate numbers, or name delegates, which remain exclusively under state legislative control.

Specifies the convention must use one-state-one-vote voting rules, remain limited to stated topics, cannot consider amendments modifying or repealing any Bill of Rights provisions, and the Legislative Assembly can provide further instructions to or recall its delegates.

Directs the Secretary of State to send copies of the resolution to Congress leadership, North Dakota congressional delegation members, and presiding officers of all state legislatures.
