Recognizes efforts by public and private electric utilities to protect the national electrical grid from electromagnetic pulse and other serious threats.

Acknowledges Congressional Electromagnetic Pulse Commission warnings that worst-case impacts could disable much of the national grid for an extended period, potentially resulting in up to 90% mortality in America's population.

Notes that utilities have implemented Critical Infrastructure Protection standards developed by the North American Electric Reliability Corporation, including installation of electrical shunts and surge suppressors.

Urges state and federal regulatory agencies to maintain awareness and coordinate efforts between private and public sectors to address electromagnetic pulse threats.

Directs the Secretary of State to forward copies to the Chairman of the Federal Energy Regulatory Commission, Secretary of Homeland Security, Secretary of Energy, and all North Dakota Congressional Delegation members.
