Requests the United States Army Corps of Engineers develop a divestment process for land managed in the Garrison project area that is not needed for project operations.

Permits divestment of land tracts between the reservoir's high water mark and the rectangular grid line used for land acquisition, provided the Garrison project can still be properly managed.

Requires cooperation between the Army Corps of Engineers, North Dakota Board of University and School Lands, and the North Dakota Congressional Delegation in developing the divestment process.

Mandates that divested land include a purchase right for prior owners, their heirs, or successors who own the adjacent land from which the parcels were detached.

Directs the Secretary of State to forward the resolution to the Under Secretary of Public Works for the Army Corps of Engineers and all members of the North Dakota Congressional Delegation.
