The Red River Valley Water Supply Project was authorized by the Dakota Water Resources Act of 2000 as a joint federal, state, and local project to provide reliable, high-quality water supply to the Red River Valley.

The United States Bureau of Reclamation and Garrison Diversion Conservancy District completed environmental impact statements in 2005, 2007, and December 2007 evaluating eight alternatives for water supply delivery.

The federal government and state selected the Garrison Diversion Unit import to the Sheyenne River as the best alternative based on water permitting, environmental impacts, and technical and hydrologic evaluations.

The Sixty-fifth Legislative Assembly urges Congress and the President to allow continuation of the Garrison Diversion project canal system for water delivery to the Red River Valley.

The Secretary of State is directed to send copies of this resolution to the President, the United States Bureau of Reclamation, and each member of the North Dakota Congressional Delegation.
