Commemorates the twentieth anniversary of the Red River flood of 1997, which resulted from record snowfall during the 1996-97 winter followed by Blizzard "Hannah" in April 1997.

Recognizes the unprecedented scale of the disaster: approximately 2,200 square miles flooded, 70,000 residents evacuated (the largest civilian evacuation in the United States since 1864), 9,001 homes and 751 businesses damaged in Grand Forks, and approximately $4 billion in total damage.

Acknowledges the $488 million in federal assistance committed by President Bill Clinton and the instrumental support provided by the Grand Forks Air Force Base, North Dakota National Guard, and countless volunteers and organizations.

Highlights the $567 million in disaster recovery funding from all sources and the completion of the $409 million Grand Forks Flood Prevention Project in January 2007, featuring 8 miles of levees and expanded recreational infrastructure.

Directs the Secretary of State to forward copies of the resolution to federal agencies, state officials, mayors of affected communities, and key figures involved in the disaster response and recovery.
