Amends dentist loan repayment program to require annual selection of qualified dentists and establishes criteria including consideration of existing dentist availability, service access, medical assistance participation, and specialty training needs.

Modifies tobacco settlement trust fund allocations to direct 10% to community health programs, 45% to common schools trust fund, and 45% to water development trust fund, with minimum 80% of community health funds for tobacco prevention and control.

Repeals the community health grant program chapter, requires transfer of comprehensive tobacco control advisory committee records to the Department of Health by July 1, 2017, and directs development of statewide tobacco prevention plan with independent review by July 31, 2017.
