Appropriates $57,588,706 in total funds to the North Dakota Highway Patrol for the 2017-19 biennium, with $42,527,428 from the general fund and 204 full-time equivalent positions.

Includes $533,578 for increases in employee health insurance premiums from $1,130 to $1,241 per month.

Authorizes up to $200 monthly payments to patrol officers for meals and other travel expenses within North Dakota, excluding lodging.

Creates a capitol building access card fund with a $10 fee for non-state employees and directs revenue to highway patrol for access card and capitol complex security costs.

Allows the highway patrol to assess an additional fee of up to $15 per electronic permit issued, deposited into the motor carrier electronic permit transaction fund.
