Appropriates $1,269,489,868 in special funds to the Department of Transportation for the 2017-19 biennium, including $201,478,341 for salaries and wages, $229,381,646 for operating expenses, $771,101,851 for capital assets, and $67,528,030 for grants.

Increases employee health insurance premiums from $1,130 to $1,241 per month, funded by $2,702,395 from the salaries and wages appropriation.

Authorizes the Department of Transportation to discontinue operations at eight maintenance section sites (New England, Starkweather, Fessenden, Courtenay, Gackle, Litchville, Finley, and Mayville) and negotiate lease agreements with local political subdivisions, which may include transfers of snow plows and shared emergency response responsibilities.

Exempts $503,115,558 in enhanced state highway investment funding and $2,000,000 in special roads fund projects from spending limitations, allowing unspent amounts to carry forward to the 2019-21 biennium.

Requires studies during 2017-18 interim on snow and ice control services, Williams County facility consolidation, transportation funding mechanisms, department fees, and wireless telecommunications infrastructure in highway rights of way, with reports due to legislative management.
