Appropriates $41,649,949 in total funds to the state board for career and technical education for the biennium July 1, 2017 through June 30, 2019, with $29,556,283 from the general fund.

Includes $61,059 from the general fund for employee health insurance premium increases from $1,130 to $1,241 per month.

Allocates $2,727,000 in one-time funding for 2017-19, including $2,427,000 for school district and area center grants and $300,000 for the marketplace for kids program.

Provides $2,477,000 from the foundation aid stabilization fund for grants to school districts and area centers, with $50,000 designated for the marketplace for kids program.

Allocates $2 million in general fund workforce training grants, distributing $1 million equally to Bismarck state college, Lake Region state college, Williston state college, and North Dakota state college of science, with the remaining $1 million awarded based on job training needs.
