Requires the center for distance education to provide a complete course list to school districts by December 31 annually and establishes a clearinghouse for online courses offering comparative pricing and information on available programs.

Expands the statewide interoperability executive committee from 12 to 15 members by adding representatives from the North Dakota Indian affairs commission, house, and senate.

Directs the information technology department to report to the legislature on one-time funding use and tasks the governor with achieving state government efficiencies in information technology during the 2017-18 interim.
