Amends licensure requirements for independent clinical social workers to require a master's or doctorate degree in social work from an approved program, 3,000 hours of supervised post-master's experience within four years, with the first 1,500 hours under a licensed independent clinical social worker or other qualified mental health professional approved by the board.

Allows supervision hours beyond the required 1,500 hours to be completed under other qualified mental health professionals if barriers exist due to geographical location, disability, or other hardship factors determined by the board.

Modifies professional counselor and associate professional counselor licensure requirements by requiring at least 50 percent of supervised experience hours to be under a licensed professional counselor, with additional hours permitted under other qualified professionals if barriers to geographical location or disability exist.

Amends marriage and family therapist "qualified supervision" definition to require at least 50 percent of supervision hours to be with a licensed marriage and family therapist, with other professional supervisors approved by the board and competent in the practice area.

Requires the North Dakota board of social work examiners, board of addiction counseling examiners, board of counselor examiners, and marriage and family therapy licensure board to report to legislative management during the 2017-18 interim on implementation of the new supervision and training requirements.
