Amends North Dakota law to establish a nursing faculty student loan repayment program administered by the health council for health care professionals serving areas with defined needs.

Allows health care professionals to meet service requirements through either full-time employment at a single entity or at least half-time employment at one entity combined with telehealth services to a second entity, provided combined services equal full-time work.

Creates a new category of eligible participants: nursing program faculty members who pursued a master's or doctorate degree while employed full-time at a North Dakota institution of higher education and continue full-time employment in that role after completion.

Limits annual loan repayment for nursing faculty students to a maximum of $2,000 per year, with no matching fund requirements, and exempts this program from private or public entity participation requirements.

Maintains existing program provisions requiring payments to be made through the Bank of North Dakota or participating lenders, with payments terminating upon full loan repayment or after five years of participation, whichever is earlier.
