Expands the definition of "addiction counseling" to include assessment and counseling regarding gambling and other harmful substances or behaviors, in addition to alcohol, tobacco, and nicotine use or abuse.

Defines harmful substances and behaviors by reference to the Diagnostic and Statistical Manual of Mental Disorders (DSM-5, text revision 2013) or future editions adopted by the board.

Clarifies that individuals may perform addiction counseling work within their profession's standards and ethics without licensure, provided they do not use the title "L.A.C." or represent themselves as addiction counselors to the public.

Permits addiction counseling trainees and interns in board-approved programs to engage in addiction counseling activities as part of their training without licensure restrictions.
