Allows vehicle owners to voluntarily settle extraordinary road use fee charges before a complaint is issued, with peace officers authorized to receive settlement payments on behalf of the road authority.

Effective through June 30, 2017: extraordinary road use fees from interstate or state highway violations are deposited in the state highway fund; fees from other violations go to the jurisdiction's general fund for road system support.

After July 1, 2017: all extraordinary road use fees are deposited with the state treasurer and credited to the highway fund, eliminating the distinction between interstate/state highway violations and local road violations.

Proceeds from the sale of vehicles seized for road use violations are deposited with the state treasurer, with the highway fund receiving charges assessed after county costs are paid, remaining amounts going to prosecution costs and then to entitled persons as determined by court.

Becomes effective July 1, 2017 and is declared an emergency measure; passed by Senate 45-0 and House 72-17.
