Amends North Dakota Century Code section 40-63-03 to require cities applying for renaissance zone designation to submit letters of support from each county and school district that contain property within the proposed zone boundaries.

Renaissance zones must be located wholly within city boundaries and are limited to 34 square blocks, with allowances for larger cities to add one block for each additional 5,000 population up to a maximum of 49 blocks based on federal census data.

Requires applications to include a development plan, proposed duration not exceeding 15 years, and confirmation that the zone includes both commercial and residential property with continuous boundaries and contiguous blocks.

Allows cities to apply for extension of renaissance zone status in increments of up to five years upon resubmission of required documents.

Permits cities to withdraw completed blocks from the zone and replace them with other qualifying blocks, with a single exception allowing up to three non-contiguous square blocks if otherwise meeting chapter requirements.
