Increases speed limit on access-controlled, paved and divided, multilane interstate highways from 75 miles per hour to 80 miles per hour.

Creates new fee structure for speeding violations on highways with speed limits exceeding 55 miles per hour: $2 per mile per hour over the limit for 1-10 mph over, and $20 plus $5 per mile per hour over the limit for 11+ mph over.

Modifies statutory fee schedules for various traffic violations, including specific fees for school zone speed limit violations ($40 base), highway construction zone violations ($80 base), and motor carrier safety violations ($50-$500 depending on violation type).

Changes references in fee provisions from "subsections 5 and 7" to "subsection 6" to reflect reorganization of speed violation fee categories.

Applies to North Dakota Century Code sections 39-06.1-06 (statutory fees) and 39-09-02 (speed limitations).
