Amends section 15.1-02-21 of the North Dakota Century Code regarding the North Dakota teacher of the year award selection and announcement process.

Superintendent of public instruction annually accepts nominations and develops selection criteria, then appoints an eight-member committee to review nominations and select the award recipient.

Committee membership consists of: a former teacher of the year recipient, representatives from the council of educational leaders, department of career and technical education, department of public instruction, education association, school boards association, nonpublic schools, and congress of parents and teachers.

Governor and superintendent of public instruction jointly announce the award recipient by September 30th each year and serve as exclusive hosts for a ceremony and reception honoring the teacher.

Ceremony and reception must take place in the state capitol's memorial hall or, if requested by the recipient, in the municipality where the recipient resides or works.
