Appropriates $57,244,630 in total funds to the North Dakota Highway Patrol for the biennium July 1, 2017 through June 30, 2019, with $43,410,717 from the general fund.

Reduces highway patrol full-time equivalent positions from 215.00 to 206.00 (reduction of 9 positions).

Authorizes transfer of $6,880,050 from the state highway tax distribution fund and $514,000 from the strategic investment and improvements fund to defray highway patrol expenses.

One-time funding for 2017-19 includes $358,000 for Taser and AED equipment; prior biennium one-time items (mobile radio equipment, outdoor range upgrade, skid car training system, and new trooper startup costs) totaling $763,863 are not carried forward.

Provides highway patrol officers up to $200 per month as meal and expense allowance while in travel status within North Dakota, paid without requiring receipts.
