Appropriates $254,147,552 in total funds to the Department of Corrections and Rehabilitation for the 2017-19 biennium (July 1, 2017 – June 30, 2019), comprising $222,523,157 for adult services and $31,624,395 for youth services.

General fund appropriation totals $215,839,290 with $12,795,270 in new enhancements and authorization of 846.29 full-time equivalent positions.

Authorizes $935,907 in one-time funding for a medical records system during the 2017-19 biennium, which is not part of the base budget for the 2019-21 biennium.

Requires the Department of Corrections and Rehabilitation to report to the appropriations committees of the sixty-sixth legislative assembly on the use of one-time funding during the 2017-19 biennium.

Permits transfer of $935,907 from the strategic investment and improvements fund at the direction of the department director for an electronic medical records system.
