Appropriates $0 from the tobacco prevention and control trust fund to the comprehensive tobacco control advisory committee for the biennium July 1, 2017 through June 30, 2019, eliminating 8 full-time equivalent positions.

Transfers responsibility for providing smoking prohibition signage from the tobacco prevention and control advisory committee to the state department of health.

Modifies the tobacco prevention and control trust fund to be used for purposes appropriated, removing language about automatic transfers from the water development trust fund if biennial appropriations are insufficient.

Removes the tobacco prevention and control executive committee from the list of state agencies required to obtain centralized desktop support services from the information technology department.

Repeals chapter 23-42 of the North Dakota Century Code, eliminating the tobacco prevention and control program.
