Appropriates $3,441,525 in total funds to the North Dakota Department of Veterans' Affairs for the biennium beginning July 1, 2017 and ending June 30, 2019, of which $1,348,978 comes from the general fund.

Increases veterans' affairs base funding by $53,996 and adds $15,000 for transport vans, while eliminating $50,000 in agent orange funding.

Reduces state approving agency funding by $14,991 from the base level of $288,018.

Establishes new grants for transportation program funding of $1,719,520.

Maintains 9.00 full-time equivalent positions and eliminates $76,895 in one-time funding from the previous biennium (service dogs and desktop support hardware).
