Creates a new requirement for cities exercising extraterritorial zoning jurisdiction to appoint at least one nonvoting resident representative from the extraterritorial zoning territory to the city governing body.

Requires the governing body to select the extraterritorial zoning territory representative from individuals who submit applications during the biennial organizational meeting.

Extends voting rights in city elections to residents of the city's extraterritorial zoning jurisdiction who are qualified to vote at general elections.

Allows extraterritorial zoning jurisdiction residents to vote in the ward or precinct designated by the city governing body, rather than restricting them to their residential ward or precinct.
