Allows waiver of full examination for applicants licensed in good standing in another U.S. state, territory, or jurisdiction who have worked in the licensed profession for at least three of the past five years.

Requires all reciprocity applicants to pass a North Dakota examination on sanitary practices and state cosmetology law, ensuring compliance with local regulations.
