Amends section 23-01-39 of the North Dakota Century Code to revise the state's immunization program for children under 19 years of age.

Requires the state department of health to implement a provider choice system allowing healthcare providers participating in the vaccines for children program to select any licensed vaccine, combination vaccines, and dosage forms recommended by the federal advisory committee on immunization practices, except during shortages, disasters, public health emergencies, or law enforcement emergencies.

Changes the department's vaccine purchasing authority from mandatory ("shall") to discretionary ("may") regarding establishment of a program to purchase vaccines through the federal vaccine purchasing contract.

Requires the department to supply purchased vaccines to public health units, which must administer them to eligible children and may charge only an administration fee without billing insurers for vaccine costs.

Authorizes funding for the vaccine purchasing program through the vaccines for children program, federal section 317 vaccine program, and state appropriations, with ability to request emergency transfers from the state contingency fund if needed.
