Amends North Dakota Century Code sections relating to fees charged by the Insurance Commissioner for various insurance-related filings and services.

Increases the fee for filing an annual report of a fraternal benefit society from $25 to $100.

Increases the fee for issuing a certificate to a domestic insurance company showing compliance with compulsory reserve provisions from $10 to $25.

Removes language requiring person serving process upon the commissioner to pay fees directly to the commissioner, instead referencing the fee schedule in section 26.1-01-07.

Allows the Insurance Commissioner to increase authorized fees after public notice and hearing if necessary to generate revenue for the insurance regulatory trust fund, but prohibits using fee increases to add funds beyond the legislative appropriation.
