Amends section 37-17.3-08 of the North Dakota Century Code regarding state radio system and service fees established by the director.

Director must announce fee increases a minimum of one year before the July first effective date and must consult with state and local government representatives before setting fees.

Counties and cities pay 50 percent of actual costs for North Dakota teletype system access on a per-terminal basis, with monthly fees ranging from $40 to $200 based on county population.

Federal agencies and law enforcement affiliated organizations pay 100 percent of actual costs, while state general fund agencies access the system at no charge.

All revenue from fees must be deposited into the state radio broadcasting system operating account for system operation and maintenance per legislative appropriation.
