Creates new authority for the North Dakota National Guard to pay primary health insurance premiums or employer-sponsored health insurance cost shares for service members called to state active duty, subject to available funds and rules set by the Adjutant General.

Modifies commissioned officer pay by changing the state active duty pay enhancement from one hundred dollars per fourteen consecutive days to three hundred dollars per month, or prorated amounts for each day up to three hundred dollars per month.

Modifies enlisted member pay by changing the state active duty pay enhancement from one hundred dollars per fourteen consecutive days to three hundred dollars per month, or prorated amounts for each day up to three hundred dollars per month.

Allows commissioned officers and enlisted members ordered to active duty by the governor in response to an emergency management assistance compact request to receive the higher pay rate offered by the requesting state if it exceeds North Dakota's rate.

Applies health insurance coverage provisions retroactively to eligible expenses incurred by National Guard service members called to state active duty in response to protest activities since August 19, 2016, and declares the Act an emergency measure.
