Removes requirement that directors retain surrendered operator's licenses and instead clarifies that suspensions, revocations, or cancellations commence when the order is delivered to the licensee, with constructive delivery occurring 48 hours after mailing by regular mail.

Multiple suspensions, revocations, cancellations, or denials of licensing for separate violations must run consecutively rather than concurrently.

Establishes point-based suspension schedule for accumulated driving violations: 12 points results in 7-day suspension, and 13 or more points results in 7 days suspension for each point over 11.

Extends revocation periods by one day for each day an individual fails to surrender a revoked license within 48 hours of receiving the revocation order, with constructive delivery of revocation orders deemed to occur 72 hours after mailing.
